Hey, there is nothing wrong with not knowing, and I think it is great that you asked.

It is the International Radio Operators Alphabet. Commonly used by the military and by Amateur Radio Operators (Hamm Radio). Only the first letter of each word counts, but it helps when speaking over radio to differentiate "B" from "E" amongst other letters when giving coordinates and call signs over the radio with letters that sound awfully similar when said on their own. Police forces who do not use this one still use a similiar alphabet for giving license plate and drivers license numbers over the radio to dispatch when the have someone pulled over. So for the purpose of the meme to spell the word "Hello": Hotel Echo Lima Lima Oscar.
